Recerca sobre l'impacte de la crisi econòmica vers el sistema públic de salut a Catalunya

Abstract

Introducció: L’eclosió de la crisi econòmica sorgeix com a fenomen d'impacte mediàtic i s’introdueix a l’ordre del dia de tots els debats polítics, econòmics i socials en el transcurs dels darrers anys. Resulta oportú, doncs, furgar entre les repercussions que ha produït aquest esdeveniment en un àmbit d'interès notable com és el sanitari. Aquest fenomen marca un punt d’inflexió en la distribució i dispensació dels recursos, posa en entredit el marc institucional, polític, social i econòmic a través del qual s'articulaven els serveis d'abast públic, incloent l'atenció sanitària i els pilars de l’anomenat estat del benestar, i, conseqüentment, empeny les institucions a reformular els criteris i les actuacions que el determinaven. Objectiu: És en aquesta tessitura, i prenent com a centre d’atenció la salut pública i la provisió de serveis sanitaris, on resulta imprescindible explorar quines manifestacions específiques presenta aquest canvi sobre el mateix sistema i, de manera més concreta, sobre les persones i grups que se’n serveixen mitjançant les seves prestacions en el marc del territori català, així com els canvis en els àmbits comunitaris de la població respecte l’estat de salut que aquest fenomen comporta. Metodologia: Mitjançant la realització d’un estudi compost de dos anàlisi des d’aproximacions quantitatives descriptives i qualitatives en forma d’entrevista, s’ha volgut realitzar un abordatge a dues bandes per obtenir una visió més completa de la problemàtica.

Introduction: The outbreak of the economic crisis emerges as a phenomenon inserted into the agenda of all political, economic and social debates in the course of recent years. It is appropriate, therefore, to seek into the impacts that this event has provoked in an area of remarkable interest such as health care. This phenomenon marks a turning point in the distribution and dispensing of resources, has put into question the institutional, political, social and economic framework from which the public services are managed, including health care and the pillars of the socalled welfare state, and consequently pushes institutions to reformulate the criteria and actions that determined it. Objective: It is in this situation, and taking as the focus of attention the public health and health services, that becomes essential to explore what specific manifestations presents this change on the system itself and, more specifically, on people who use it through their services all along the Catalan territory, including the community changes in the health status that this phenomenon inflict. Methodology: By conducting a double study consisting of two parallel analysis, one of those quantitative description and the other one carrying out a qualitative approach in the form of interview, we’ve tried to pursue a more complete picture of the problem exposed.
